The precedent for passing legislation that gives Government draconian powers during times of emergency was established in the Bush Administration. We haven’t seen the last vestiges of the policies set during those years. Senator Olympia Snow (R), co-sponsors The Cybersecurity Act of 2009 , which would give the President emergency powers to shut down the internet.
